- The Trudeau government is ready to introduce a new legislation aimed at better safeguarding the privacy of Canadians in the digital era. The bill would flesh out 10 principles, from control over data to meaningful penalties for information misuse, making up the federal digital charter.
Source - Judge orders Hudson’s Bay Co. to pay half the rent owing at one of its department stores while blocking the landlord’s attempt to evict the iconic retailer, after seven months of unpaid rent. Hudson’s Bay to pay $659,395 or 50% of the unpaid rent.

- Quebec’s two main teacher unions and prominent parents group are opposing to have the winter break extended in the province despite rising cases. The head of the comité de parents du Quebec is said to be worried about the long-term effects of school closures on children.

- Quebec health officials announce a big boost for home care in the province. Quebec increased their spending from $280 to $380 million in recurring payments. Funds will go to hiring and increasing salaries of care workers.

- Biggest stock moves in pre-market: after Moderna’s analysis of phase 3 study data showed the experimental vaccine was effective at 94.5%, its shares jumped 15%. Casper Sleep lost 40 cents per share and PNC Financial is buying the U.S. unit of Spanish banking firm BBVA for $11.6 billion.
Source - Moderna said Monday that its experimental vaccine was 94.5% effective in preventing COVID-19 based on interim data from late-stage clinical trials. Moderna is now the second U.S. company in a week to report results exceeding expectations.
